A new mechanism is proposed for an electrostatic ion cyclotron oscillationdriven by applying an external potential to a small electrode immersed in amagnetized plasma. The mechanism is based on a direct plasma response to theapplied potential, which gives rise to a two-dimensional relaxation oscillationin a magnetized plasma. The model of this two-dimensional potential-drivenoscillation is well consistent with the measurements.
