A new ntechanisnt for charge transfer is presented in order to interpret thelow-energy experintental results for Ar'-f0.-Ar-t-07 and Kr"-l-0.-tKr-f-O.'collisions. A collision contp]ex js fornaed by the coupling of the outermost orbitalof an Ar" (or Kr') and the innet' Oz-n., orbital due to the proxinaity of theirbinding energies. A further electronic transition takes place from this charge-transfer state to the 07 ground state during the fornaation of the collision complex. The possibility of thjs mechaztjsm is theoretically considered and the consistencyof the present mechanisn't with the data for Ar' -l-NO, Kr" -i-NO, and Ar" -F-COcollisions is also disctmssed.
