Effective emission and ionization rate coefficients of carbon atom in plasmas are obtained with a collisional radiative model considering 31 states including the ground state and the excited states with the principal quantum number n≤4. Population dynamics of carbon atom in an ionizing plasma are discussed in the plasma parameter range of 10^1≤n_e≤10^<17>cm^<-3>, 1≤T_e≤100eV. The effective emission and ionization rate coefficients of carbon atom are discussed in relation to the population dynamics and summarized for the applications such as the carbon impurity flux measurement, the electron temperature measurement and the investigations of carbon impurity transport in the edge and divertor plasmas in fusion devices.
