Ef['ects of' noises in velocity are investig;tied.The aver?tge car density increases xvith the noise level, The lnigh throtrghptrt floxv is realizedxvhen the noise level is sufficiently l?rrge, and poxver l2lW behatvior appears in tempor?tl spectra of'density fltucttrations ;rt the sanae tizaae. By introducing traffic bottlenecks, a hysteresis loop, whichindicates tlae eztaergence of' tratflic .j2llIlS, is observed in the lxeadxvay-velocity plane. TC111POF2llspectra of' density Iltrcttrations also olcey a poxver law in tlais case, whose exponent is independentof' the noise level.
