In this paper, some countermeasures on the reduction of the road construction costs are investigated from the viewpoint of effects of social capital investments. The results of this investigation are summarized as follows; (1) In order to reduce the construction costs, many efforts are done at all government offices. But the efforts is not understood by many peoples. (2) Useless public construction works ought to be prevented by a reevaluation of the projects. And all the information about the deliberation should be shown to all peoples. (3) New technology and development of new method of constriction should be done in plan and design stage. (4) It is important to think about life cycle cost in addition to an initial cost in construction.
