Generation of strong electrostatic field due to hot electron penetration isstudied in the transport region of a laser produced plasma. Assuming a stationarystate, the system with collisionless hot electrons gos,'erned by Vlasov equation andcold electrons described by the fluid equations is treated. It is found that thegeneration of localized ion wave ttu'bulence causes strong electric field in thevicinity of the critical layer tlu'ough its anomalous friction on the return current, and the potential maximum is found to reach up to the magnitude comparable tothe hot-electron thermal energy over a distance of a few Lens microns, stronglyinhibiting hot-electron heat flow.
