There are many narrow passages and straits in Japan. These sea areas have geographical restrictions that are fast current and limited depth of water, and have marine traffic congestion. On the other hands, the foreign flag vessels which sail on the narrow passages and straits are increasing, and the marine accidents by the vessels are increasing. In this present paper, we tried the rating of marine traffic environment at the representative narrow passages and straits in Japan through an estimation of the latent ship handling difficulties by using Environmental Stress model and of the risk of marine accident by using US model. And, we were able to find out the likelihood that the Safety Rating contributes to the risk information for mariners and to the guideline of priority of passage maintenance.
