Low-lying states of "Nb have been studied by the Coulomb excitation withoxygen ions. Cross sections were measured for six levels at 714 keV (7/2"), 809keV (5/2"), 950keV (13/2"), 979keV (11/2"), ]083keV (9/2") and l297keV.The J([2) values obtained from the mamma-rav sinsles sr>ectra ax=e 188:EIO(972" -7/2"), 15348 (9/2" -5/2"), 236.513 (9/2" -13/2"), 186810 (9/2" -11/2"), 30.6:E2.1 (9/2"=9/2") and 40.1-54.0 (9/2'-+the ]297keV level) in theunit of e"?fm', where 9/2" denotes the ground state. Gamma-ray angular correla-tions were also measured and the spin and parity has been assigned as 9/2" forthe 1297 keV level. In addition, the excitation cross section of the fiz'st 2' statefor "Zr was measured for comparison with the excited states of "Nb. Thededuced 717(EX) value is 796860 (0"+2'). Level r>ror>erties are discussed andcompared with the unified model and the quasi-particle shell model.NUCLEAR REACTIONS "Nb("0, "0'7) E=46, 42, 38 and 34 Men,"Zr("O, "O'y) E=46 MeV; measured Coulomb excitation, I, "07 coin"0'7(Q); "Nb deduced #(E2), J, t5.
