The algebra of the internal P^4_<cI>(T^4_I×SL(2, C)×<SL(2, C))>^^^~ group is constructed in terms of the differential operators in spin space. Making use of the algebra, the gauge theory of the group is developed employing the heuristic geometrical method, where the Cartan-Maurer condition is a little modified. Then arise the BRST^* transformations of the gauge fields, and the soldering forms are interpreted in terms of "extended connections" of the internal translation. Jacobson and Smolin's action of gravity is written only by means of the gauge fields of the internal P^4_<cI> group. Matter fields and other internal groups could be naturally included. Consequently our method of the modified Cartan-Maurer condition could be applied to the full gauge theory of gravity and there appears only a minimal set of gauge fields in the theory.
