The scale invariance of the structure function for inelactic electron-meson scattering is investigated by taking into account a family of an infinite number of vector mesons suggested from the dual resonance model. The Pomeron contribution is included in an intuitive way. It is shown that firstly, scale invariance holds even when the transversely polarized photoabsorption cross section dominates over the longitudinal one. Secondly, both the Pomeron and dual resonance contributions are scale-invariant non-trivially only if the total cross sections of the vector meson-meson scattering is inversely proportional to the square of the masses of the heavier vector mesons. In both cases the form factor of the scalar meson has a definite asymptotic behaviour.
