A method is given of obtaining a theoretical estimate for the hindered transition matrix element with better accuracy than in the conventional configuration-mixing treatment. In our method full advantage is taken of the commutation relation of the nuclear Hamiltonian and the relevant transition operator. In subsequent papers this method will be applied to the discussion of the hindered nuclear matrix element for beta decay.
