Under the assumption of CVC and PCAC, low-energy theorems are derived and explicit formulae are given for the two-body exchange currents. It is shown that the low-energy theorem for the exchange current of vector type leads to the Siegert theorem, and the exchange current of axial-vector type is divided into two parts, one directly related to the nuclear forces and the remainder. The beta decay of triton is examined in detail, and the former type of exchange currents alone give a good agreement with experiment.
