We investigate the hadroproduction of ψ and other heavy particles by taking account of QCD effect on scale breaking of the constituent distribution functions. It is clarified that the charm quark fusion mechanism dominates the ψ production in ISR energy region as well as the gluon fusion one. The ratio σ(ψγ)/σ(ψ), the ψ' production cross section and the beam ratios are calculated and compared with the experimental data. The productions of charmed hadrons and γ are also discussed.
