Phenomenological Theory of the Random Ordered Phase

A phenomenological theory of random competing spin systems is presented on the concept of the ROP. A new indicator for frustration is introduced and the scaling relations including it are derived. Nonlinear susceptibilities (χ_2 and χ_4) are obtained and compared with the experiment by Miyako et al.
