Nonlocal conductivity tensor is obtained to study the kinetic effects on pro-pagation and absorption of radio frequency (rf) waves in dispersive plasmas.Generalized linear propagator in the preset)ce of the inhomogeneity of magneticfield strength along the field line is calculated. The influence of the inhomogeneityto the rf wave-energy deposition is found to be appreciable. Application to
