The single- and double-electron capture cross sections,a.,. . and o.,. .respec-ttvely, for Ne" (q=2 - 5 and q= 2 - 4) ions on He and I-I. have been measuredin the energy range from 1.5 to [2 keV/q. The results are consistent with theexisting data except for q= 2 and are monotone against impact energy. The o.,. ?values, which do not satisfy the known scaling laws, are fairly well explainedby the classical one electron model, while the o.,. ,'s cannot be fitted to thereported scaling rule and model. Therefore our new model is applied that projectileion captures one or two electrons from target in a statistical way.
