Phenomenological analysis of π-N elastic scattering at high energy (1 GeV/c&isim;p&isim;10 GeV/c, where p_L is the incident pion momentum in laboratory system) is made by using the experimental data on differential cross sections and polarizations in π^±-p elastic scattering and π^--p charge exchange process. In this analysis, it is assumed that the differential cross sections for π^±-p scattering are dominated with the imaginary part of the spin non-flip amplitude and one of the π^--p charge exchange process is dominated with the spin flip amplitude. First, from the experiments we obtain the imaginary part of spin flip amplitude in each scattering process and then assuming the charge independence we can get the imaginary part in each iso-spin states, Im ν_<3/2> and Im ν_<1/2>. The ratio of the real part to the imaginary part of the spin non-flip part in each of the processes α_± and α_C is taken from the experiments; α_+≃-0.1, α_-≃-0.3 and |α_C|~1. There-fore in the frame of our analysis the ratio of the real part to the imaginary part of the spin flip amplitude β_± and β_C is obtained from the consistency of the experimental data; β_+~-0.87, β_-~-0.51, and β_C~-1 for α_C~1. Furthermore, the relation of these analyses with the regularity of the mass spectrum of nucleon isobars is discussed.
