This paper discusses a simulation model for generating time-varying optical signals based on the atmospheric turbulence spectrum for space-to-ground laser links. The frequency characteristics of the downlink are theoretically derived. The speckle patterns were averaged and the frequency response of the received optical signal was filtered by the telescope aperture. The basis of the temporal aperture filtering function is derived and the time-varying optical signal is generated based on the von Karman spectrum. The simulated results are presented herein.
