The role of runaway electrons in the formation of arcing on the electricallyisolated target in the scrape-off layer of tokamaks is discussed. Runaway electronsoffer the sufficient sheath potential to produce an arc spot and stpply the circu-Bating current to sustain an arc'in the current rising phase and in ,the disruptivephase of tokamak discharge.
