Exact strained solutions to the two dimensional Navier-Stokes equations are ob-tained which have two dimensional spatial periodic structures. The timedevelopments of the circulation, the energy, the enstrophy and the palinstrophy areexamined for several viscosities. In the inviscid limit, the enstrophy dissipation ratebecomes independent of viscosity. The power spectrum of the energy behaves as k 'in the inertial subrange for constant strain and clifferent power laws are obtained de-pending on the time dependence of the strain.exact solution, strain flow, two dimensional structure, v c[ependence, power law
