The two component duality sum rule proposed by Bloom and Gilman is studied. Our analysis revealed that if finite energy sum rule is modified to take the average over the region where N(980), N*(1520) and ?(1236) are included, the Regge pole-resonance duality is compatible with scaling fairly well. However the Pomeron-background duality is not so satisfactory as in the case of Regge pole-resonance duality. Further, the scaling of the background part of _νW_2 is reasonable but not complete. Therefore the fixed pole at J=0 (if any) is expected to be mainly related to Pomeron or background part of _νW_2. The sign of the residue of fixed pole is very likely to be positive at large q^2.
