A model for inclusive reaction at large k_T and at ISR energy is proposed. Our model assumes massive particles which decay into several pions. Our model naturally explains qualitative features of particle production ratios (K/π,P^^-/π^-andn^+/n^-) at large K_t as well as increase of inclusive cross section with incident energy at large K_T. Further the difference of inclusive cross section at large k_T between accelerator and ISR-energies are also explained. Then in order to make k_T-distribution smooth, mass levels of these massive particles are estimated and fits to the data are made. Our results say that the mass intervals of these massive particles are broader than 1.5 GeV. Therefore if there are more dense mass levels as Regge pole models predict, the k_T-distribution surely becomes smooth.
