The existence of the 10+10^* and 27 mesons are examined by studying the forward scattering of pseudoscalar-meson octet off baryon octet under the hypothesis of SU(3) symmetry, the Regge pole theory, and the j-plane analyticity. We find that the numerical integrations of Im F^<t_<10+10^*(ν)>>(v) and Im F_<27^t>(v), which are controlled at high energy by Regge poles associated with the 10+10^ * and 27 mesons respectively, are zero within the experimental errors. For the parameters of the Regge poles associated with these mesons, we find that one of the following three possibilities are realized. 1) α_<10+10^*>(0)<-1 (α_<27>(0)<-2) and β_<10+10^*>(0) (β_27(0)) is not negligible, 2) β_<10+10^*>(0) (β_27(0)) is small but α_<10+10^*>(0) (α_27(0)) is not small, 3) there are no Regge poles in the 10+10^* and 27 states.
