• The bilateral dispute for the Northern territories between Japan and Russia, the successor of old Soviet Union, has become world-wide problem since the Russian government's announcement of postponing President Boris Yeltsin's visit to Japan.The diplomatic negotiations between Japan and the Soviet Union had not been proceeded by Japanese initiatives until the Cold War was about to come to an end. This paper explains the author's concern about the fact that under these circumstances Japan's diplomatic stance for this problem has not been changed for more than 35 years. Taking this fact into consideration, the author has tried to find out a way of bringing the dispute to a satisfactory solution for both countries in view of national interests. Japan's national interest is not in threatening political stability but in maintaining the security in the Far East area. It is quite possible that at this moment the disagreement on the dispute between the two nations is inevitable. The backwash out of the disagreement on the Kurils should not hit, as Dr.Clark says, the shores of other Asian countries. It is not Japan's national interest. In this view, the author concludes that the two nations, acting in conformity to the spirit of the 1956 Joint Declaration, should reconfirm the return of two islands to Japan, and at the same time, agree to promote mutual economical cooperation, and furthermore agree that the other two islands should be discussed in future. And, most important in this agreement, is that on the other two islands, the two nations should be ready to establish new efforts in international law such as dual-sovereignty wherein the two nations administer and develop the islands in tandem until a final settlement in the form of peace treaty is realized. There has been a tendency in Japan to view the Soviet Union (and now Russia) as an unbelievable nation, but we have to have belief in the Russians as Mr.Genscher, the former foreign minister of Germany, has suggested, and begin negotiations with Russia from every possible angle.
