The political situations of the world are dramatically changing. It was once said that the changes then occurring in the eastern bloc were just like a case where a car driver was forced to change the wheels of car while the car was in motion. Changes are emerging not only in the eastern bloc but also in the west. Changes in the eastern bloc have finally brought about the end of the Cold War between two antagonistic blocs, and those in the west, the uneven globalization of the world political economy. International political theory established through the later half of 20th century has hardly been able to keep up with the changes emerging world-wide. It is considered that the factors affecting established international political theory are not so much the end of the Cold War as the uneven globalization of the world political economy. By this we mean the development of: firstly, interdependence; secondly, mutually cooperative relations among states; thirdly, globalization in the world economy; and finally, the emergence of globalized societies. These situations now emerging in the international political and economical arena originated from four elements: firstly, population explosion in LLDC's; secondly, the wasting of natural resorces and the destruction of the environment in developing countries; thirdly, technology development in developed countries;and finally, the co-relations between governments as actors and societies as players in the international political and economic field. This article is an attempt to redefine international political theory so that it may keep up with current situation, and also with the emerging world order. It will do so by analyzing four above elements, and by focusing especially on the state and sovereignty.
