For many years the word "Internationalization" ("KOKUSAIKA" in Japanese) has been used by many people without considering the implications the word itself contains. "KOKUSAIKA" has meant something wonderful or has sounded splendid to many. This is to clarify, first of all, the implications of "KOKUSAIKA", and secondly, to make contentions about the so-called "Internationalization" of Japanese Enterprises, especially of the Japanese export-led enterprises having already been designated as being in a position of those entities internationally recognized as second-to-none and the most competitive in the world market. The investigation done by the author has revealed that Japanese enterprises are still in an adolescent, if not infantile, stage of "internatinalization" in view of the behavior they take in the international arena or of the "invisible hand" with which they are protected. The point of the issue,the author maintains, is that Japanese enterprises are armored with factors unfavourable to "Internationalization": the first is the mutual stock sharing system among the enterprises concerned; the second are the exclusive transactions among the related group-companies; and the third, and the most important of all, is the management led by government, constructing a fortress against unwelcome inroads by any foreign economy into the Japanese market. The author concludes: Not until Japanese enterprises are completely opened to the world market, can they be international in any real meaning.
