A rigorous quantum theory is developed on the nonlinear spira relaxationprocess. With the use of the plaase space method, the quanturrc mechanicalequatio?t for a detasity matrix is mapped ortto a c-number spa<:e. A quasi-probability function is then expanded in terms of spherical harrnonics. It isclarified that the taonliuaear relaxation process is characterized by 2J' (J beirag thenaagnitude of a spin) differetat relaxatiota times. For J=1, time-evolutions of thefirst rrnome?at, fluctuatioua and probability fuuaction are exactly solved. An enlaance-meuat of the fluctuation is observed in the course of time developraent: This issimilar to the phenomenon called "anonualous fluctuatioua" fouuvd in certainnonequilibrium systems.
