The Boltzmann-Lanzevin ectuation for circularl>'-r>olarized-r:>hotons is deriveain the coherent state rer>resentation. Damr>in? and disrersion of r>hotons interact=inu with a material s>'stem are determined in terms of kinetic coefficients.A seneral method of calculatinm time-correlation functions of photons isformulated and ar>r>tied to the r>resent rroblem with intuitive results. The methodincidentall>r enables us to obtain nonectuilibrium Green's functions which describepropagation of photons in a fluctuating medium.
