The quantal Maxwell-Langevin equations for electromagnetic field operators are derived by means of the theory of Langevin equation recently developed by the authors, and by assuming that a substance coupled with the electromagnetic field is in thermal equilibrium. The kinetic coefficients appearing in the lowest order source terms of the field equations are found in the narrowing limit to be of the same form as those given by the fluctuationdissipation theorem of the second kind, namely as the Kubo formulae in which the canonical correlation functions of the fluctuating parts of electric current, of electric polarization, and of magnetization are used.
