An order-disorder model of PO4 dipoles is presented from a new viewpoint on the mechanism of phase transition in KH2PO4 type hydrogen-bonded crystals. This model is based on recent experimental results of light scattering and has been confirmed also by recent Raman spectroscopic studies. The relation of this model to conventional proton order-disorder models is discussed in connection with the magnitude of the transition entropy and the ice constraint.
