The lepton-hadron collisions are studied from a combined viewpoint of the counting picture, Regge pole phenomenology, sum rules, scaling law and ep-data. The sum rules are used to determine the residues of Regge behavior of the structure functions. It will be shown that in these processes the Pomeron plays only a minor role compared to the vector and the tensor trajectories. The structure functions, their asymptotic behavior, the q^2-distribu-tion of the final lepton and the total cross-sections of the relevant processes are studied.
