Well-crystallized polycrystalline films of tetragonal PbTiO<SUB>3</SUB> were successfully synthesized on Ti metal substrate using a hydrothermal method at a low temperature 200°C at 18 kgf/cm<SUP>2</SUP> in aqueous solutions of Pb(OH)<SUB>2</SUB> and a mineralizer such as NaOH and KOH, but PbTiO<SUB>3</SUB> did not form using LiOH as the mineralizer. At 0.07M Pb(OH)<SUB>2</SUB>, the grain size became larger and the crystallinity became better with an increase of KOH concentration from 1 to 4M.
