Economic robustness of gas and steam combined cycle and steam-injected gas turbine cogeneration plants with variable heat to power output ratios is evaluated under uncertain energy demands in comparison with that of a conventional gas turbine cogeneration plant with a constant heat to power output ratio. A robust optimal design method based on the minimax regret criterion is adopted for unit sizing of the plants so that they are robust economically against the uncertainty in energy demands. By this method, equipment capacities and utility contract demands as well as energy flow rates are determined to minimize the maximum regret in the annual total cost and to satisfy all the possible energy demands. Through a case study on the plants for district energy supply, it is especially shown that the steam-injected plant has a high economic robustness because it can compensate for the non-optimality of equipment capacities determined at the design stage by changing the heat to power output ratio flexibly corresponding to variations in energy demands at the operation stage.
