Production of a non-ideal plasma is attempted in a different way than done previously: we observe a late period of a decaying plasma in helium gas at 4.2 K. Density and electron temperattzre are measured in a single shot of the decaying plasma by detecting the phase in addition to the absolute value of the microwave transmission through a cavity containing the plasma. Density 10^7-10^6 cm^3 and electron temperature 55-4.2 K which correspond to the coupling constants 5.6×10^<-3> -0.12 are observed. Excitation and detection of density diffusion waves through the plasma confirm the measured electron temperatures.
