Suitable line pairs of the forbidden and the allowed lines in the helium andlithium lines are proposed for measurement of fluctuating electric fields with lowfrequency in plasmas. The forbidden line intensity with respect to the allowed oneis calculated as a function of the electric field strength by using the quasi-statictheory. For the electric field of more than several kV/cm, the forbidden line in-tensities are detectable. The fluctuating electric fields are observed in a smalllinear theta pinch plasma by using the proposed method. Two line pairs of Hel(Hel 491.1 nm/Hel 396.5 nm and Hel 663.2 nm/Hel 501.6 nm) are used for theobservation. Both results obtained almost agree within the experimental uncer-tainty. The peak intensity of the observed fluctuating field is 5 kV/cm in theearly phase of the implosion of the plasma.
