We study the non-Abelian gauge theory in a special gauge condition called radial gauge in which vector potentials can be expressed by field strengths up to the residual gauge freedom. Defining dual vector potentials, we construct a magnetic loop operator dual to the Wilson-loop operator, which satisfies the 't Hooft algebra.
