Partial wave analysis of the Pomeron-exchange amplitude is performed under the assumption that there is no s-channel spin-flip part in Pomeron term. By making use of both the results and the phase shift solutions given by many authors, the resonant amplitude for pion-nucleon scattering is analyzed. The values of the parameters thus obtained enable us to estimate the partial cross sections for elastic (inelastic) scattering for the J=l/2 state due to resonances or non-resonant background. On the basis of the results, the dual absorptive model is discussed. In order to confirm the existence of resonance, we try to describe the Argand diagrams for the scattering amplitudes in which the effects of Pomeron term are not included.
