In the period of the First World War, many pacifists and scholars of international law proposed plans for the League of Nations. The purpose of this paper is to show the characteristics of some of the plans for the peaceful settlement of international disputes, enforcement measures and arms reduction which were included in the "Recueil de rapports sur les differents points du Programme Minimum." The characteristic features of these proposals can be presented as follows. They proposed the concrete organization forms of the Court of Arbitral Justice and the International Council of Conciliation, based on the belief that they should be made as neutral as possible. As for the sanction system, they proposed to controll this system by law or international objective procedures in order to avoid arbitral decisions. Arms reduction had also been thought of as a result of the establishment of the international organization, but in this period a few plans indicated that arms reduction of each state was an important condition for the effectiveness of military enforcement measures of the international organization.
