The purpose of this paper is to summarize the international organization plans of Walther Schucking in the First World War and to compare this with other proposals of the same period and his prewar plan. The gist of his proposals during the war can be presented as follows. (1) He proposed the establishment of the international organization of universal character based on the fruits of the Hague Peace Conferences (1899/1907), whose member states could enjoy equal rights. (2) He insisted on the foundation of the permanent, neutral, and international organization for conciliation instead of the mediation by states. (3) He recognized that pacific settlement of international disputes, enforcement measures, and arms reduction should be completed correlatively. While Schucking had already affirmed (1) and (3) of the above mentioned points in his prewar plan, the necessity of the international mediatory organization was pointed out for the first time in this period. He thought that it was very important for this mediatory system to be as neutral and independent as possible, and this opinion was a distinctive character as compared with many other proposals of this period.
