A new rnodel eqtration wltich includes the nun-local effect in the heat fltrx is introdtrced tosttrd3z the transient transport phenotnen?t. A nora-local heat fltrx, which is expressed in tertns of'the integr?rl eqtrsttion, is strperirnposed on the conventional forrn of the heat flux. This model isapplied to descrilce the experirnental restrlts f'rotaa tlae power switching [U. Stroth et al.x PlastnaPhys. Control. Ftrsion 38 (1996) 1087] and the power raaodtrlation experitnents [L. Giannoneet a/.: Ntrcl. Fusion 32 (1992) 1985] in the W7-AS stellatr?ttor. A SlTl8,11 fraction of' nota-localcotaaponent in the heat fltrx is f'otrnd to be very efl'ectix'e in rnodif'ying the response against anexternal rnodtrlation. The transient fe?tttrre of' the transport property, which are observed in tlaeresponse of heat pttlse propagation, are qtratlitatively reproduced by the transport sitntrlationsbased on this rnodel. A possibility is disctmssed to estitaaate the correlation length of' the non-localefl'ect experirnentally 1.cy ruse of the results of transport sir?atrlations.
