A new refined model of the L-mode and H-mode trauvsi[ion in tokamaks ispresented based on the bifurcation of the radial electric field, E, near the edge. Theradial gradient of E. is newly introduced to explairr the suddet? change of fluctuationsas well as plasma fluxes at the onset of transition. l'his nodel predicts that the L- to Hmode transition is associated with the decrease of dB, 7 dr catasing reduction of particle and energy fluxes at the critical gradient.
