A spectrtmrn of fully developed turbtulence via stubcritical excitation in aru inhonuogeneous plasrmais obtained, The dressed-test-tnode analysis is developed, in which a dielectric tensor containingrenorrnalized transfer rates is solved. The energy sj.cectrum of the form A(A:m) IIX Gokf' isobtained in the energy-contauning region. ((Vo denotes the driving, xvhich is the prodtrct ofthe gradients of plasrna pressure and magnetic field.) Ttmrbtrlent kinetic energy, Bl cx Gg, andtransport coefficient, yp (X G':", are fotrnd to be zaonlinear f'trnc'tions of Gg, which presents atypical exanaple of nonlinear, nonequilibritmrn transport.
