An extended rnodel theory ['or Bdge Localized Modes (ELMs) is presented with inclusion ofthe effects of the radial electric field shear, E'., for high tenaperattrre Pl2lS1'112lS in tokarnaks. Thedynamic model consists of an electric biftrrcation model for the V/Xi transition, which contains ahysteresis characteristic due to E:, and of a dynamic transport equation for the plasrna gradientparanueter. The self-generated oscillation is found to occtrr even if the elects of E!. are incltrded:in addition to those of the radial electric field. The condition for the occurrence of a self-generatedoscillation is exanained. The wider region in the parameter space is found for the case with anegative electric field shear than for the case xvith a positive one.
