Effects of Nonequilibrium Free Electrons on Atomic Processes

Radiative and collisional atomic processes are proven to be afl'ected critically by theshape of the free electron distribution. For a bi-Maxxvellian distribution with tempera-Lures T.. and T. for the motions in the x and tlte perpendicular directions, theradiative recombination rate is enhanced by a factor of ten for T./T.=0.I andbecomes infinite in the limit of T. / T..=0. This enhancement C3YI1 largely increase thegain in recombination X-ray lasers. With the aid of applied magnetic fields, this tem-perature anisotropy can easily be created. Possible applications to laser-producedplasmas and magnetically confined plasmas such as in tandem mirror devices are discussed.
