Random scatterings arnong N netrtral modes of the chiral Luttinger Iiqtrid can be absorbedinto the randoun .5U(,V) rotations of local fields. Perttrrbation to the so-called random fixedpoint unust be treated as the randouaa perttrrbation. This randouaa perturbation is characterizedby random unatrices with fixed eigenvalvres. In this article the ensemble average of tl're randomfixed point is obtained exactly. In the seqtrel, it is Sl'1OW11 that simplifications xvhich assurne thetwo-sided BURN ) invariance of the randozn rotation lead to incorrect consequences.
