The stability of the electron plasnaa with stresses (body stress or shear stress)is analysed against the electromagnetic mode. There are two kinds of nxodes ; oneis purely transversal, and another is transverse-longitudinal coupled macde. Thesemodes show the instability of the &Veibe1 type when stresses exceed thresholds.It is shown that this instability takes place in the target plasma in inertial confine-ment fusion, and causes an anomalous viscosity.
