Microinstability for a rotating light ion beam (LIB) fusion system is investigated. Stability conditions including the effects of fractional current neutralyzation, rotation of LIB and beam temperature are derived for propagation through a background plasma. The results are illustrated by examining the various parameters of a rotating proton beam propagating in a plasma.
