LTE and CE are treated on the basis of the collisional-radiative model for hydrobenic ion in plasma. Approximate forms of the coefficients of the quasi-steady state solution in the model lead to validity criteria as well as their numerical expressions for the equilibria. A set of criteria for partial LTE are derived which consists of those proposed by Griem and by Byron et al. and of the ones concerning the state of ionization. The criterion for complete LTE is identical with that by Griem. Two criteria for CE are obtained which reduce to those proposed by Wilson and by McWhirter. Effect of radiation trapping of Lyman lines is estimated, and it is shown that the criteria for partial LTE are little relaxed but that for complete LTE is much affected for T_e/Z^2≲1×10^4K.
