Within the general framework of the folded diagram theory along with the double partitioning approach, an extensive stury is performed on the effective interaction between valence nucleons in mass ~16 and ~40 nuclei by using three different N-N potentials, Reid-soft core (RSC), Bryan-Scott III and RSC plus a 2π-exchange 3-body force effect. The 3p1h multiple scattering approach combined with the Q-box formalism is employed to treat the low-lying [2p+3p1h] correlations. A microscopic study of the rearrangement effect on the effective interaction coming from the structure-dependence of the G-matrix is described and combined with the 3p1h multiple scattering equation. The net effect of the purely low-lying [2p+3p1h] correlations on energy spectra is established by employing a static treatment of G. High-lying correlations through the starting-energy and Pauli rearrangement effects and folded diagram contributions are then incorporated. General properties of the high-lying rearrangement contributions to the effective interaction are closely examined in relation with characterisic features of N-N potentials. Two specific problems, `aver-aged interactions between like nucleons' and `one-body spin-orbit splitting', are studied in detail.
