The characteristic behavior of the P-state mass levels from heavy quarkonia to light quarkonia provides important clues for studying the dynamics between quarks. The P-state spectra of heavy and light quarkonia are investigated using the Salpeter equation ; (1) the difference in mass, M(P) -M(^1P_1), (2) the inversion of the ^3P_1 and ^1P_1 level ordering among quarkonia, (3) the so-called R ratio for ^3P_J and (4) the hyperfine splittings of P states are analysed. From these analyses, the scalar confining potential is found necessary for the inter-quark potential. The softening Coulomb-like potential is shown necessary, and the behavior of this potential is examined at the q-q^^- large and small separations.
